how to combine PDF and make pages with the same scale

hi I combined 2 pdf but the pages are different scall , one is big and one is small so how can i make all of them have the same hight and width

You can also set the initial view settings on your combined pdf, File> Properties> Initial view settings> Magnification.

Use the preflight tool of Adobe Acrobat DC Pro and resize the pages.
