How to create interactive forms?

I am trying to create an interactive form with Acrobat DC. Creating fields that user can insert data, fill in the from and save. For some reason, Acrobat DC aloud me to create the fields, but not fill in. What is the problem?

Was security placed on the PDF?

If so, the security settings will have to be changed to allow form fields to be filled in.

Also, which version of Acrobat did you use?

After creating the fields you have to exit the Prepare Form mode to be able to fill them in. Have you done that?

Yes. I have tried all the options, close the program and open it again. But it continues without the option to fill in the fields. When I type in the fields, Windows generate a sound.
