Hyperlink tab order when across two lines

Having an issue when a URL is broken over two lines, the bottom line always comes up first in the tabbing order and I can't see a way to fix. This in export from InDesign, hyperlinks set up properly.

Both lines will work, but I'd rather fix the order if I can't get the two lines to act as one link again.

(Working in welsh language currently, but also an issue in English version)
