Is it possible to save layers at Full Screen Mode?

The layers in my document work fine.  I even have a script to remember the layers on/off when the document reopens.  But when I goto full screen mode the layers on/off positioning don't save when exiting back to regular view. Is there a way save layers if someone is working in full screen mode?  Or any suggestions how you would deater users from using full screen mode?
