not able to save pdf because it is open by someone

Why does not Adobe give an option to open a PDF on a network drive with a notification when the file becomes available for edit. This functionality is there for any MS Office file. This will allow me to update with comments or mark-ups. I do not want to go with a shared review and the rest of the workflow that is associated with it.

This is a design behavior of the application. For the feature which isn't available within the Acrobat, you can fill this feature request form and share your feedback: Feature Request/Bug Report Form 

This will allow me to update with comments or mark-ups. I do not want to go with a shared review and the rest of the workflow that is associated with it.

Sorry to say, what you are looking for can only be achieved using shared review.

I had also sent a request for Adobe support. The person who called me from Adobe support, googled my post and sent it to me as the solution.
