Opening linked attachments in a NEW tab

I've created a link in my document to open an attached pdf, but it opens in the same tab. Can I make it open in a new tab?

Select the Add or Edit Link tool, right-click the link, select Properties, edit the action and set the "Open in" setting to "New window":

I am not able to replicate this on Mac. I attached the window that opens when I select Properties. Am I missing something?

This setting is only available for links that open other PDF files, not for web-links.

You can specify a web-link to open in a new tab, but only by using a script, like this:

app.launchURL("http://www.adobe.com", true);

Note, though, that such links are less universal than ones that use the built-in "Open a web page" command and might not work in all PDF viewers.
