PDF Fillable form - editing tab flow throughout multiple pages

Question

I run a nonprofit org and I am setting up a 4-page fillable PDF form for users to complete and submit. It was originally 4 separate pages (each a separate file) that I have combined into 1 file in my Adobe Acrobat Pro 2020 program. In testing my form, I can tab throughout all fields on my first page, but does not continue on page-2. How can I set up the document for tab flow

to complete fluidly tab throughout all 4 pages?

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.
