Usuually the TOC is created in the source program, like Word or InDesign, and included when it's exported to PDF. Acrobat is not a "content creation" tool.

 

Do you mean Acrobat Bookmarks that mimic a TOC and appear in a separate pane on the left side of a PDF?

And what version of Acrobat are you using? Reader, Standard, or Pro? Version number?

There is nothing built-into Acrobat for creating a TOC, but there are a few tools out there.  Here's a simple one:
