PDF to excel produces blank spreadsheet

Hi everyone.

I have a 70 page pdf doc that I download from a website, it is essentially one giant table. This document does not have any tagged elements in it. I have tried to convert this pdf to many different formats, with the output not being 100% correct.

I have tried the following:

1) Convert pdf to excel - it produces a blank excel spreadsheet

2) Convert pdf to Post Script and then convert to excel - the excel output has missing data rows

3) Convert pdf to Html - this produces a html file that has duplicated characters for only some rows in the output.

Is there any method or tool in Adobe Pro DC I  may use to fix this pdf doc so when I do the conversion it will be 100% accurate?
