Popup says I have to use Adobe Live Cycle Designer to edit pdf

I have long used my Acrobat DC to edit pdfs.  Suddenly, when I try to edit - including on pdfs that I previously used Acrobat DC - I get a popup that says 

Why and what can I do?  I need to edit some pdfs!

Hi Bruce

Hope you are doing well and sorry for the trouble. As described you are unable to edit the PDF form and getting the above mentioned error.

Is this a behavior with a particular PDF form or with all the forms? Please try with a different form and check.
