Review a PDF hosted on SharePoint, WebDAV server, or a Network folder - not working for me

I am trying to make use of the Review a PDF hosted on SharePoint, WebDAV server, or a Network folder feature. The reason I wish to use this method rather than the Adobe Document Cloud review service is because of the rich commenting options with the self-hosted method.

I wish to use a  hosted rewiew session to both review a document then have stakeholders approve it using the stamp tool. 
When I try it intiate a PDF review I am not given the option found in the self-hosted method. In otherwards I don't get the Send for Comments dialaog menu. 

I have tried to get this method to work from a file stored both on a network drive and my OneDrive, but each time Adobe Acrobat overrides the self-hosted option and launches the Adobe Document Cloud review service.

What do I need to do? Do I need to disable Adobe Document Cloud? Where can this be done - easily. Please do not suggest the Wizzard - that thing looks scary. This should be a preference somewhere no?

What else might I need to do on my end? Do I have to get IT involved to make sure my network drive our OneDrive is behaving like a server (sorry, I'm not an IT person)? 

I need to figure this out quickly. The new normal is digital document review and I want one central file to be shared, not emailed around. I would be fine with the Adobe Document Cloud review service, but there's no way for users to digitally sign or do time-stamp approval.
