Spacebar moving cursor to bottom of page

I am trying to fill out a pdf form that I downloaded from a US District Court page.  It is a fillable form, in fact intended to be that way.  When I begin typing in the very first field, as soon as I hit the spacebar it drops me to the bottom of the page.  I'm sorry, this is probably a very elementary question.  Any help is appreciated.

This is quite an unexpected behavior. It would be clearer if you could share the file to look into it.

This is probably how the form is created. Not sure.

Also, which application do you use to open this form, and what is the version?
