Tab navigation will skip links and go the checkboxes first

I have tested reading logically - perfect.

 

However, when I use the tab to navigate through the document, the first page only has links, and it works. But when I get to the 2nd page, I have two links BEFORE the checkboxes. I want people to navigate the links FIRST, then the checkboxes, since they are before the checkboxes. I tried to search everything on how to make the links to be higher in tab order, but I couldn't.  No objects in the tab order window. I have the same issue with Page 3, where I have a link before the field boxes.

    Replace the links with button fields and you'll be able to explicitly set their location in the tab order.

    Otherwise they will always be after all the form fields on the page.
