Tabbing to Next Page

Hello, 

How can I edit the form to tab to the next page? I'm unable to do so despite having my tabs in order and filterd by "ordered by structure".

I'm not coding to structure this PDF, but I am editing the PDF form directly. This is what my software tools look like.

You can't tab to a page. You can tab to a field, link or comment. If your fields' tab order is grouped by pages, then it will just to the next page when you reach the last one on the current one (after going through all the comments and links on that page, which can't be avoided).
