TAC (Total Ink Coverage) different from PSD to PDF

I am trying to lower the TAC on an image. I have tried two different methods (both GCR and Channel Mixer). With both options the PSD file shows TAC in the range I need it. But when I save as PDF, Acrobat shows a TAC much higher (in some instances creating more areas of TAC issues than before the work in Photoshop.)

 

So trying to get to a TAC of 240. I go to the Color Settings, set to 240 under Custom CMYK, convert to RGB and then to CMYK to save the settings. I check the colors in Photoshop and the TAC is under 240. I save as a PDFx1a and they show as much higher in Acrobat. 

 

Is there a step or setting I am missing? I have looked at several tutorials and tried to match settings aexactly as shown.

Where are you seeing the TAC in Acrobat ?

Beware that the Output Preview is just a preview that made simulations, and the simulation depends on the selected profile.
