Text in MS Word Header and Footer not appearing in pdf document order

I have an MS Word document with text in the header and footer. When I "Save as Adobe PDF", run  "Accessibility Check" in Adobe Acrobat, and look at the order of items , the text in the header do not appear. Why is this and how do I make header text appear in the item order?
