Two icons missing

Short version: there is nothing you can do to get those two icons in this instance.

The removal of thos two functions is how it was designed to work when sharing a document with Adobe Reader Cloud. If they need to be able to use the replace selected text and insert text functions, you will need to email them the PDF, or share it via dropbox and some sort of sharing service. Then have them open the document using the desktop version of Reader. Then they can mark up the document, and email it (or dropbox it) back to you.

Or they can use one of the other tools, like underline or highlight, then add the instructions in the pop up: "Replace this with the follwing text..."

That is one of the huge limitations of sharing documents via the Adobe Acrobat/Reader ecosystem.
