Unable to Covert Document to Adobe PDF with Contextual Menu option

I have Adobe Acrobat DC (Continuous Release|Version 2021.007.20099) installed and receive the error

Unable to find "Adobe PDF" Printer or "Acrobat Distiller" printer. Do you want to run the installer in repair mode?

when I right-click a document in Windows explorer and select Conver to Adobe PDF. I have run the installer in repair mode and the issue remains.  I have also launched the application and repaired the installation and the error remains. I have uninstalled the application, rebooted, and reinstalled the application and the error remains. I have followed the support article instructions to manually install the Adobe PDF Printer and receive an error that the security certificate is invalid no matter which PDF Printer contained in the .inf file that I choose. I have also run the CreatePDFPrinterUtilityx64 with the following error:

IsPrintMonitorInstalled::First Call To EnumMonitors() Failed. This should be ERROR_INSUFFICIENT_BUFFER (122) : Code: 122l
IsPrintMonitorInstalled::'Adobe PDF Port Monitor' Found
ERROR::StoreInf path is NULL:

UploadPrinterDriverPackage() Failed. : Code: 257l

Nothing I do seems to resolve the issue to actually install the Adobe PDF Printer or allow me to use the contextual menu option. I have attached screenshots of the errors as well as the printer installation log. 

How can I get this to work?
