unable to edit a pdf in Acrobat Pro

I routinely edit pdf documents and have never run into this problem before. I downloaded a document from a state website - it's one that I frequently pull from. Today I downloaded a file and extracted the single page I needed and saved it in a folder. However, when I open the pdf, go to tools > edit > add text it becomes non-responsive and no text will show on the page. I double-checked to make sure there was no password protection that would prohibit me from editing the document so I'm perplexed. I've tried all the trouble-shooting tips I can find and nothing is working.

First, make sure you are using Acrobat Pro and not Acrobat Reader. A surprising number of people have started up the wrong one, and could not understand why the Pro version was not working.

 

If you are working with the Pro version, when you click on the text do large regions show up blue? If so, then you'll need to OCR the page. Clicking on the Edit option should force that to happen.
