Unable to Save Password Protected PDF

We send protected manuals to various individuals that they need to save on their desktops. However, when I protect them with a password, they cannot save. We need to ensure that no changes can occur to these manuals at all times, so the print to PDF isn't an option as it loses it's protection. 

 

How is this possible?

What happens when they save the file?

They aren't able to; the save or save as is greyed out. These are sent via e-mail attachments and when right-clicking on the attachment and trying to save as, it will not save.

Sounds like an issue with the email application. If they didn't open the file yet, then it's not an Acrobat (Reader) issue.
