Unable to Select and Edit Textboxes

I'm running the latest version of Adobe Acrobat Standard on Windows 11.

I have a PDF created by a colleague, and when I attempt to make changes to all of the textboxes I find they're unable to be selected.

In the screenshot below I have all items selected on the form, but as you can tell by the bounding boxes is that the label control is selectable, but the textbox is not. I can move everything on this form that isn't a textbox.

Based on another post I've checked Files > Properties > Security tab, and it shows no security method is chosen and Changing the Document shows as allowed along with every other option in that section.

From advice of another post I've ensured Preferences > Security (Enhanced) has the Enable Protected Mode at Startup (Preview) is unchecked. with Proected View OFF. Also Enhanced Security is unchecked.

The Prepare Form mode turned out to be the solution to this issue. Items placed on a PDF using that may not be selected until in that mode.

You posted to Acrobat Reader and your question is about Acrobat Standard. I've moved your post for you.

It sounds as if you are new to forms since you were attempting to edit the fields without the Prepare Form tool. Start here and use the links on the left:

I just attempted Acrobat Online, and I found the same problem when uploading the document there.

My appologies for the lacking screenshot, but this is an internal document and cannot be shared to the internet.
