Using Javascript to create destination page in Bookmark or other link

I submit documents to a governmental agency that requires Bookmarks. using Adobe Acrobat  The document must be in PDF format.  I made a Javascript that will create the Bookmarks and create the link to go to a specific page in the document.  The way javascript created the link ts to run a javascript to go to  the destination page when clicked.  The result is when clicked to run a javascript which for example has one line of code: "this.pageNum = 345".  This works fine.  However the agency will not allow me to upload a document that has javascript code in the document.  I now must set the destination page manually.

 

Is there any javascript code that will produce the destination page without running that one line of code?

Is there any way that the Actdion Wizard can automate the otherwise manual process?

 

Maybe Adobe can upgrade Acrobat to accomplish this.

The agency used to accept the document with the javascript, now they say it is a security risk. 

I also must create links to produce the same action which can be numerous.

 

Thank you for any help in this and I will thank Adobe if they can upgrade or if I am missing something.

    Not possible with Javascript or Action Wizard.

    It does appear that you are correct. How does one ask Adobe to upgrade their software so that this can be accomplished? Thanks
