Was there a recent update that may have affected the conversion process? I too am having this same problem now, which was never an issue before. From Excel, I convert the file to PDF by selecting ACROBAT from the top banner, and then create PDF. Once the file is converted, there are no photos on the PDF. But, if I go File>Print>PDF the images do appear in the converted PDF.

I am having the same issue. I am using Acrobat DC Pro. I just updated to the lastest version this morning (12/19/2019) and when I try to convert an excel file to PDF, only 1 image will convert. Print to PDF works fine, but trying to use the convert action does not. This has seriously hampered my work flow and I really need a fix. Thank you!

The original poster is using the free version of Adobe Acrobat Reader which cannot create pdf files so it is no doubt something to do with the settings in the Excel pdf generator. If you (referring to Colby.k) are using the full paid-for version of Acrobat, you will want to take this up in the Acrobat forum where you will find more help. As for Builderbob, from the info you've given, I can't tell if you have Reader or Acrobat.
