Where do I find two page scrolling option?

++ in addition to what has already been asked or suggested.

You are currently having trouble locating the scrolling feature with Acrobat New UI. 

The earlier version had a View Tab at the upper left corner.

In Acrobat's new UI, everything comes under the same roof. Click on the hamburger icon> select View from the dropdown (also shown in one of the screenshots shared above)>Page Display. Here you'll find scrolling options.
