Why are my bookmarks disappearing when I open a PDF in Preview (Mac)

When my employees open the PDF in Preview the bookmark panel opens but it is blank. Is there something I am missing in order for the bookmarks to automatically save and open in Preview on mac computers?

Don't use Apple Preview! It damages PDF files.

Not all of my employees have Acrobat. How should they open the PDF and still have access to the bookmarks that I have made?

They can use Acrobat Reader DC.
