I am using Adobe Reader to review floor plans and the document will open slowly while it loads the images and other details and once I begin scrolling through the PDF document it will eventually freeze and become unresponsive. I then have to go into Task Manager and end the Adobe Reader task. I have done a clean uninstall and reinstall, it is the most current version, I have unchecked and recheck Enalbe Protected Mode at startup, Run in AppContainer, and Enable Enhanced Security will no resolution. I have tried different user profiles on this computer and other people in my office have no issues using Adobe Reader to open the same file on their computers. Any help on resolving this issue is appreciated.

Hope you are doing well and sorry for the trouble. As described, Adobe Reader is slow to load and freezing. Also you have tried most of the troubleshooting steps with no success.
Is this a behavior with a particular PDF file or with all the PDFs? Please try with a different PDF file and check. If the file is stored on a shared network/drive, please download it to your computer first and try again.
Also, Go to Edit (Win) Adobe Acrobat (Mac) > Preferences > Page Display > Under Rendering, Uncheck 'Use page Cache' > Click OK and reboot the application.
You may also try to reset the Acrobat preferences as described in the help page https://community.adobe.com/t5/acrobat/how-to-reset-acrobat-preference-settings-to-default/td-p/4792... and see if that works.
Also try to create a new test user profile with full admin rights in Windows or enable the root account in Mac and try using the application there and check.
