How to customize Acrobat Reader DC toolbar?

How do you customize toolbars in Acrobat Reader DC 22.1?

I don't have a "Customize Quick Tools" option. I want to remove all the empty space in the toolbar and add just the "Add Text Comment" icon to the existing toolbar, I don't want to show the entire Comments toolbar on a separate row. Thank you
