How to Open Portfolio Files?

Update to a current version of Acrobat or Reader.  They did work to keep Portfolios working after Flash EOL.

You say "devices". Do you mean you are trying to use a mobile device? I think you need to use Mac or Windows (that isn't a version number seen on Mac or Windows, so far as I know).
