In 2024 after installing Adobe Acrobat on a new PC, I experienced the very same issue many, many others have where PDFs dont scroll by TOUCH. After following all the known resolutions I found that Adobe MOVED the control of this and dont seem to have updated their help.

THE SOLUTION

Touch scrolling is now called PAN. T enable it, click your mouse into the Pdf. A small pop up toolbar appears. Click the select Arrow icon to reveal the new hiding place for the PAN control. See the attached image. So easy if only it wasnt such a secret !!

I have the 2017 Adobe Acrobat Document reader and I was able to use the tool search bar to search and click enable scrolling and it made scrolling with my mouse on my documents work again. I don't know how it go turned off but I was able to get it back on this way.

In 2024 I can't believe how crazy developers get with LACK of CONSITENCY !!!

I just posted one hiding place Adobe has put the page scroll option for touch. But minutes later discovered a similar but completely seperate menu control option that also affects how page scroll works.

SOLUTION:

Look down on the bottom right of the Acrobat Reader,  click on the menu Icon marked "1:1" that you'd be right in assuming means page magnification. But click on it and check it out what else they hid in here..., a scroll control option and other handy extras.

If you're unable to scroll down a PDF document on your touch screen laptop using your finger, you can try a few troubleshooting steps to resolve the issue. First, ensure that your touch screen is functioning correctly by testing it in other applications. If the touch screen is working in other applications but not in the PDF viewer, consider updating your PDF viewer software or trying a different one to see if the issue persists.

Additionally, check for any Windows or driver updates that may be affecting touch screen functionality. You can also try restarting your laptop, as this often resolves temporary issues. If none of these steps work, consult your laptop's user manual or contact customer support for specific guidance on touch screen issues.

I don't know if you're still looking for help.  I was having this exact same issue and realized I couldn't find the toolbar I was looking for.  There is a pop up menu that comes up from the bottom of a PDF document that I can't for the life of me figure out how to consistently make come up, but, if you put your finger on the screen and make the "right click" menu come up, you'll see at the top that you probably have the pointer selected as a method of interacting with the document.  Right next to that is a hand icon.  Select that and you will be able to scroll using your finger.  If you can figure out how to make the bottom menu appear, that has the hand icon too.  Hope this helps you.

How about the other programs like Microsoft Office? Did they get affected as well six months ago or just the Acrobat Reader program?
