MacBook photo issue

I have a MacBook Air that I use for work, we are using a fillable adobe pdf for one of our documents.  When I add photos to the photo page it keeps rotating them.  When I select them from my photos they are fine, once placed in the photo page they get rotated the wrong direction.  Ive spent hours at apple with no luck.  Anyone have any suggestions?  Thanks

Are you the one that published the Adobe PDF as fillable?  If so, you'll want to take a closer look at how the fields in the forms were created.

One workaround that I can think of, although certainly not ideal, is to pre-rotate your images prior to placing them.

So, if the image is getting rotated counter clockwise upon being placed in the PDF then rotate it clockwise outside of the PDF. 

You can "pre-rotate" the images in macOS Preview or macOS Photos, but in Photoshop (of course) as well.

I'd also rotate duplicate images so that you have the originals oriented correctly at the Finder level.
