Reader XI does not display a vertical scrollbar. The preferences are set to dispaly all windows controls.
It works on the Mac/MountainLion

This vexed me for a while, but I found the answer. Apparently it has to do with win8's ability to use touch mode to scroll pages. I use one touch screen and one regular one, I guesss Adobe detected that.
Go to edit, preferences, general. In the touch mode drop-down box, select never. The scroll bar is back!

How can I have the vertical scroll bar and still be able to work with the touch screen? I'm asking because I'm working with a laptop and tend to use both options depending on the environment. Actually this is working fine for all other applications but the Reader.

@RojustMe, I had the same issue on my Windows 8.1 touch-enabled laptop with Adobe Reader XI. There is an icon in the action bar to the left of 'Tools' that looks like a finger touching a surface (mouse-over shows 'Toggle Touch Mode'). If it is not visible, go to View -> Show/Hide -> Toolbar Items. Clicking on it also toggles the appearance of the vertical scroll bar.
After further investigation, it looks like Touch Mode increases spacing to make touch more reliable - even with Touch Mode disabled, you can still swipe on a toucn-enabled screen.

You should use the latest Adobe Acrobat Reader DC as Reader XI had been declared EOL.
You can download the latest Reader DC from: https://get.adobe.com/reader/
