Repeated Font Corruption???

Adobe has been doing this to me for the past few days - I've removed and reinstalled half a dozen times with no fix.  I get this weird non-text when going into preferences or properties and the tool side bar doesn't show lables/text. Since it keeps occurring even after a completely new reinstall and I cannot access preferences to check, let alone do, anything, I'm at a compete loss.
