You can import multiple images to create a PDF out of them. There are two ways to do so:
1. Using Acrobat Reader Mobile, click the blue plus icon to the bottom right of the home screen-> click on Create PDF, and select the pictures.

2. Using Adobe Scan, you can click on the Gallery icon to select the images you want to import and create a PDF out of them.
