I can not create pdf with multiple pictures

I really don't understand why we couldn't create pdf file with multiple pictures. Really absurd. What century are we in ?

As discussed above, you want to create a pdf with images, right?

The Scan Tool allows you to create PDFs from images saved in your Photos app.
