Hello dear friends,
I moved from Russia to Israel almost one year ago. My region was successfully changed in my Apple ID, but inside the Adobe app. it's still Russia, so I am unable to subscribe... Could you please, help?

Hope you are doing well. Per the description, you want to change the region for your Adobe Account.
To do so, go to https://account.adobe.com/profile/ and update the information there.
Also, you might want to check if the subscription is available at your region: https://www.adobe.com/special/products/creativecloud/pdfs/cc-availability-matrix.pdf.
