I suggest logging in to: Change the country associated with your Adobe account and check the country/region your account is associated with.

 

A possible reason I could think of is that your account's region is selected as a country where Adobe doe not provide services, while the language is chosen as English (UK).

 

Let us know if that is not the case, and I will check with the team for further deep dive.
