Acrobat Reader 2100.120.135 patch fails to install unless user is logged on

We have tried multiple ways to install Acrobat Reader patch 2100.120.135 via SCCM, and it always failes with a 1603 error code unless a user is logged on to the PC.  If a user (admin or regular user) us logged on, the patch installs with no issue.  But it always failes if no user is logged on.

We have released an update for Acrobat and Reader DC(version 21.001.20138) today.

Please try updating the application to the latest version. In the application, go to Help > Check for updates.

We are also experiencing the same 1603 error when deploying Adobe Reader DC Base (15.007.20033)  + Acrobat Reader DC patch 2100.120.135 via  SCCM Task Sequence , Adobe Reader DC (15.007.20033) 

installs but patch always fails to install with the above mentioned error ,earlier version Adobe Updates install without issue .

 

Any ideas how to get around the issue ?
