How do I change measure text color?

I use the measuring tool for aerial photos and the default black text is hard to see.

My "work around" is to put a white (or other light color) rectangle in back of the text, but then I have to cut the measurement and paste it back to be on top of the rectangle because the "arrange" option/tool is missing.  So my questions are:

1)  How do I change the color of the measurement text?

2)  Will the "arrange" option/tool be re-enabled in Acrobat DC?
