Underline Text tool and Cross Out Text Tool

In Acrobat 9 Standard, I go to More Tools, Comment & Markup, Check off Underline Text & Cross Out Tool. It shows up on the PDF that I am working with. Next time I open the same PDF or another PDF, I loose these two functions. I have to repeat the process. Someone please help.  This is annoying. Windows 7 64 bit  I7 (18 GB) Ram 1.5TB Hard Drive.    What could be causing this?

    What happens if you open-up entire Commenting & Markup Toolbar (thru 'Comments' menu ), and then just enable these two tools (right-click on Commenting toolbar and choose Underline and CrossOut)? Do you still lose these two for next time?

    YES, PLEASE SEE BELOW. THIS IS WHAT I HAVE TO DO EACH AND EVERY TIME. THERE IS ONCE IN A WHILE WHERE I DO NOT NEED TO DO THIS? BUT IF THE TOOLS STAY, IT IS NOT FOR LONG, MAYBE ANOTHER ONE OR 2 TIMES.

    ADDITIONALLY, IN WINDOWS 7 ON BOTTOM, YOU DO NOT SEE AND RECENT DOCUMENTS WITH PROGRAM, AS YOU DO WITH ADOBE READER X. I TRIED UNINSTALLING READER X AND THEN IT REALLY MESSES ADOBE 9, THEY SEEM TO NEED EACH OTHER (WEIRD).

    I OPEN UP THE COMMENT & MARKUP TOOLBAR: THIS SECTION IS CHECKED. THEN I CHECK THE "UNDERLINE TEXT TOOL" AND " THE CROSS OUT TEXT TOOL" . HIT OK.

    WORKS FINE AND THEN NEXT TIME I OPEN UP ADOBE , THESE 2 FUNCTIONS HAVE DISSAPPEARED. EVERYTHING ELSE IN THE TOOLBAR THAT IS CHECKED REMAINS CONSTANT.

    IT COULD BE SOMETHING MISSING IN THE REGISTRY AND THIS IS WHY THIS DOES NOT HOLD? NOT SURE?

    I COULD TRY UNINSTALLING THE PROGRAM AND REINSTALLING IT, BUT THAT MAY NOT WORK EITHER.

    WOULD APPRECITAE ANY HELP ON THIS MATTER? COULD NOT FIND A FIX ANYWHERE ON LINE.

    I've Acrobat Standard 9.1.0 and Win7, and it works just fine for me.

    Now, before you launch Acrobat, see this registry (screenshot is also attached), if 'Underline' and 'StrikeOut' is there, ideally both tools should appear in Acrobat.
