I have created a form in latest version of Acrobat Pro DC (18.009.20050). In this form, I have date fields. These fields show a pop up calendar when I am in Acrobat (see below). However, I view it in Reader 11.0.21 it does not. The form is NOT Adobe Sign Form. Why doesn't the calendar pop up show in Adobe Acrobat Reader? It looks like a plain text field in Reader. Whereas in Acrobat it looks like this ...

The calendar popup is not a document feature nor a form field feature.
It's a software feature that came with Adobe Acrobat DC (Reader, Pro and Standard).
So you must use Acrobat Reader DC to see it.

This is only available in updated Acrobat DC and Reader DC. All older verisions of Acrobat and Reader do not have this feature.

There is an Adobe Reader DC which replaces Adobe Reader XI and all older versions of Reader. You may have apply updates to your version of Reader DC since this feature was added by an update to both Reader and Acrobat.
For older versions of Adobe Reader and Acrobat, one needs to add some custom JavaScript code to perform this task for each date field.
