Removed all items from file, still shows unable to download because of stock #377393175. Problem exists on duplicate file with full content items. All items were individually deleted for testing.
We checked the stock ID you provided, and it seems that the asset has been removed or is no longer hosted on Adobe Stock. I'd suggest you try creating a new project after copying all the older assets used to check if that makes any difference.
