Adobe Express - unable to download image project

Sadly, I don't have the options to download a simple image project in Adobe Express.
Those options don't show for me.  Is this a bug in Adobe Express? 
All I ever see when I click download is an option to 'start download',  and when I click that, nothing happens!

Do you work in an environment that restricts downloads? If so, check with your IT department to allow downloads from https://express.adobe.com/.

Working from home! So no IT dept problems.
