Adobe express video glitch

When exporting this video with a transparent background using animation these white background issues appear when the background is set to transparent 

what is the issue and how to resolve?

I'm sorry to hear about your difficulties. I was curious what format you downloaded the animation in? Most video formats in Express, like MP4, won't support transparency, which might be an explanation. For images, PNG should work.
