I can not find "Add-on" menu in left menu even though I enabled development mode

I made my add-on and just about to distribue right now

please help me

    I'm wondering if you're an Adobe Express Premium Member. I know that some content is only available to subscribers, but I couldn't confirm if that includes add-ons:
