Isn't this contradictory?

I was browsing the features and whatnot, and this caught my attention. I'm sure this isn't the proper forum, but it was the closest I could find for support/service. Which is a better quality image, and why would Adobe phrase this in such a confusing manner?

Thanks for reaching out and sorry for the confusion. This forum is the perfect place for support/service for anything about Creative Cloud Express. PNG conversions are lossless- which means they retain all the data contained in the file. Use this file format when size is not an issue and the image is complex. You can learn more here: Convert your images to JPG or PNG using quick action. Hope this helps.
