Problem with opening PDF

Hello, I have a problem with open a PDF file in Adobe Express. If I click in Adobe Express on "Start from your content" and then open a PDF (cca. 16MB) in Dutch language, then I get popup "We do not currently support converting content in this language." And on Youtube is a lot of videos with Dutch language. So what is the problem? I use Windows 11, but I don´t want to use the method for translate with Word in Office365. Can you help me, how to open this scanned PDF in Dutch language in Adobe Express? My PDF document is a scanned A4 with new Cannon printer in 400dpi. When I open another PDF in Dutch language which is not scanned, but downloaded from internet, then Adobe Express open it without problems. But I must open PDF´s which i scanned self. Thanks for your help.
