If I create a QR code in Adobe express, will I or anyone that scans the code, receive ads? And will my or the scanee's person al information be tracked or used by Adobe or a 3rd party? In other words, is the Adobe express QR Code creator free free?

No, the QR-Code is only a representation of the URL given to generate that. Also there will be nothing tracked. Only when on the Website itself would be ads or Tracking that could not be controlled that could be the case. But not from the QR-Code Generator. The QR-Code Generator is free. Hope that helps.
