What happened to Adobe Express? So difficult now.

This is such a mess now! It used to be so quick and easy, not it's awful. All I want to do is make a background and paste an image over it, and what are these PAGES? How can I just see LAYERS?

 

Please un-update this app -- it was simple quick and easy and now its unusable.

Layers are found on your workspace on the right.  You mention pages, that makes me think you opened a template that has multiple pages to it. 

DO THIS:
Click on the big plus sign in the upper leftcorner of your screen and begin with a blank canvas.
Add stuff to the canvas.  Everytime you add stuff to the canvas it gets put onto it's own layer. You will see that on the right side of your screen.

You can easily reorder the layers by clicking on one of the layers and dragging it up or down in the layer

The layers are on the left side of the panel. Could you provide a bit more information about your workflow? Or screenshots regarding the issue?
