You need to know that those items are highly merchandised and to be able to use anything like this commercially, you will need to pay license fees. If you do your own costume for your own private pleasure, that will be something different from using your work in a public place.
There is no way to do a costume that comes near to what your favorite character wears and not violate the copyright on that design. So in all cases, you would need the authorization of the copyright holder.
This is also true for your private corner. You are violating the copyright if you copy something, there just won't be consequences for this.
Your best chances are to join a fan club and to see what they do offer on this topic.

Thank you for your advice @Abambo . I just use Firefly for fun, i do some Fan Art for trends and I just suggested that it would be simple to includ some specific objects in Firefly proposition but you and @CMass say that there are laws about copyrights that not allow that so I sort out making drawings that look like those objects lol.

Privately you can do as you wish. Even as a hobby you can do as you wish, as long as you don't walk over the so stressed red line and start doing that as a profession. You can go to hobby fairs and conventions, even if you go there with your self-made Hermine costume. That's part of the fun and the copyright holders even promote those kind of activities, as it helps them to sell their licensed stuff.
Use Firefly to create dragons and fantastic beasts. Those are not a Harry Potter invention.
You just cannot break the copyright law as Adobe would do if you could generate Harry Potter themed artwork using Firefly. You will need to build your own AI for that. (And yes, that's possible)
