Adobe Scan requires access to camera or photo, which should be granted during app installation.For configuration detils please check the help page (https://adobe.ly/46rz17i)

As described the camera access is already turned in in your case, Please check for any pending/missing updates for your Android device and the Adobe Scan app from Play Store and try updating it and reboot the device once and see if that helps.
